Brill expands Brill Open to include monographs and edited volumes

Brill extends Brill Open, its Open Access model, to include books.

As a major publisher in the Humanities, Social Sciences, Biology and International Law, Brill is committed to enhancing access to academic content in any sustainable way. Since its academic book publications are a cornerstone of the program, it is extending Brill Open to include monographs and edited volumes.

Brill Open offers authors the choice to make their research freely accessible online in exchange for a Publication Charge. Brill Open is made available to authors only upon acceptance of their manuscript for publication. This requires a positive outcome of the peer review process and Brill’s editorial decision making. Titles published in Brill Open undergo the same rigorous peer review and uphold the same high-quality publication standards that Brill is known for. Brill Open is a sustainable, high-quality and accessible mode of publication.

Brill Open is available for books accepted for publication under Brill and its imprints. Authors retain copyright of their work in exchange for a Book Publication Charge (BPC). Upon receipt of the BPC, the title will be made freely accessible on Brill’s Online Books and Journals platform under a Creative Commons license: CC-BY or CC-BY-NC. The type of license determines the applicable rights and the level of the Book Publication Charge (BPC). For an overview of the current BPCs see: brill.com/brillopen.

All Brill Open book titles are listed in the Directory of Open Access Books (DOAB), of which Brill is a proud sponsor, and are available through all Brill’s regular trade channels.

Brill believes in sustainable models that enhance the quality and dissemination of academic content. For this reason Brill is participating in a number of Open Access initiatives, among others the OAPEN pilot study into the effects of Open Access on books in the Humanities and Social Sciences.

British Library to partner with National Library of Singapore to digitise Malay manuscripts

Today (19 August) at the International Federation of Library Associations (IFLA) 2013 meeting, Roly Keating the British Library’s Chief Executive signed an agreement with Mrs Elaine Ng the Chief Executive Officer of the National Library Board (NLB) of Singapore to put an extensive range of materials of interest to Singapore online.

The project will digitise the British Library’s collection of Malay manuscripts, together with early maps of Singapore and archival material relating to Sir Thomas Stamford Raffles – the British official responsible for the founding of the city of Singapore.

The project is possible thanks to a kind donation of £125,000 from William and Judith Bollinger which will fund the digitisation work for 5 years and is part of an on-going project between the British Library and the National Library Board of Singapore. The first stage of the project, now underway, will digitise over 100 Malay manuscripts and letters from seventeenth to nineteenth century resulting in over 16,000 high resolution images.

Collection highlights include:

  • A sumptuously illuminated manuscript of an ethical guide for rulers, ‘The Crown of Kings’, Taj al-Salatin, copied in Penang in 1824
  • The announcement of the British capture of the island of Java from the Dutch in August 1811, signed by Thomas Stamford Raffles
  • An illuminated royal Malay letter written in gold ink in Singapore in 1857 from the ruler of Johor, Temenggung Ibrahim, to Emperor Napoleon III of France
  • A manuscript of the most famous Malay historical chronicle, the ‘Malay Annals’, Sejarah Melayu, copied in Melaka in 1873

These rare materials are being digitised in the British Library and will be available on the Library’s Digitised Manuscripts online, as well as the National Library Board of Singapore BookSG website. To date these items could only be viewed by visiting the British Library’s reading rooms at St Pancras – this project will make them freely accessible online to people with an interest in Malay manuscripts across the world.

Mr Gene Tan, Director, National Library Singapore, said, “This collaboration allows the National Library to explore the wealth of information in the British Library’s Southeast Asian collection, especially materials which are of interest to Singapore. Our users will be able to easily access rarely seen documents relating to the rich history and culture of Singapore and the region. It has also been a most rewarding experience for our staff to have the opportunity to engage with the collection and work with colleagues at the British Library.”

Annabel Gallop, Lead for Curator Southeast Asian Studies at the British Library said, “Thanks to the generosity of the Bollinger family we will be able to make the British Library’s collection of Malay manuscripts available to researchers across the world. It is fantastic to be able to work with colleagues at the National Library Board of Singapore to ensure that all those with an interest in Malay cultural heritage are able to view them. We look forward to working with the NLB as the project progresses”.

Associate Professor Hadijah bte Rahmat, Deputy Head of the Asian Languages and Culture Academic Group, National Institute of Education, Singapore, lauded this initiative to make historic Malay manuscripts more accessible. She said, “The project is a huge boost to researchers, academics and anyone with a keen interest in the history, culture and literature of the Malay Archipelago. I’m excited to view the digitised materials online, and I’m sure they will encourage more research on the rich heritage of the Malay world.”

Research Libraries UK joins The European Library

The UK consortium of scholarly libraries, Research Libraries UK (RLUK), has recently joined The European Library, a membership organisation that provides services to researchers, with access to more than 200 million records and digital items from all of Europe’s national libraries and a growing number of research libraries.

RLUK’s vision is to provide the best research library support in the world and to work with members and partners, nationally and internationally, in order to shape and realise the vision of the modern research library – a vision importantly shared by The European Library. One of the founding principles of RLUK is recognition of the value that arises from cooperation amongst libraries and the sharing of resources and data. This agreement is a natural extension of that founding principle.

The new cooperation will allow for the ingestion of data from RLUK’s member libraries into The European Library portal, providing researchers across the globe with greater access to digital items and bibliographic records held by these libraries. The data provided by RLUK will also be disseminated via The European Library’s API and developers will be able to create applications to search and display this data.

The data provided by RLUK will additionally be made available as Linked Open Data. This is part of The European Library’s aim of working with its members to expose a set of their combined bibliographic metadata as a CC0 dataset – a dataset openly available for any type of reuse. RLUK’s valuable data will now be integrated into the larger European Library set, thereby providing a rich source of reusable knowledge from Europe’s most prestigious libraries.

Both parties are enthusiastic about the prospect of further stimulating digital innovation in the libraries sector. Dr David Prosser, director of RLUK, has the following to say about the organisation’s involvement:

“We are very excited to be partnering with The European Library and fostering a new spirit of cooperation between our members and the wider European community represented by The European Library. We see many mutual benefits arising from this relationship, but an early concrete outcome will be the release in the new year of the RLUK database of bibliographic records as Linked Data. At over 18 million records this will represent one of the world’s largest Linked Data sets and will provide opportunities for the development of new and innovative products and services to enhance research and scholarship.”

RLUK Chair, Stella Butler also commented to say that “RLUK is delighted to have established this strategic partnership. Working with European colleagues will open up new opportunities – linked data is a significant first step towards increasing the value we deliver to the research community.”

Louise Edwards, Director of The European Library, is equally excited about this new development: “As The European Library expands to cater not just to national libraries but also university libraries and their researchers, we are delighted to welcome RLUK as members. Our ability to work together promises new avenues for sharing and exposing library content, and therefore increasing the impact of libraries on an international scale.”

EBSCO Acquires British Education Index

EBSCO Information Services (EBSCO) will add to its education research resources with the acquisition of the British Education Index (BEI) from the University of Leeds Library. For nearly 40 years, the BEI has been an independent subject and author index to the contents of significant education journals published in the United Kingdom.

The BEI provides selective coverage, indexing only articles that have permanent educational interest. It currently includes more than 180,000 records for articles published in UK journals from 1976 onwards, and over 11,000 records for UK Theses.

EBSCO Senior Vice President of Business Development and Strategy Mark Herrick says that the British Education Index adds a new element to EBSCO’s already strong collection of education databases. “The British Education Index is a highly regarded education resource in the UK that will complement other educational offerings from EBSCO such as Education Research Complete and Education Resource Information Center.”

Searching the BEI is enhanced by virtue of The British Education Thesaurus, which comprises a structured hierarchy of approximately 8,000 terms used to index the items included in the database. It was first produced in 1988 to provide a means to facilitate consistent subject-indexing of the literature by the index.

Library and Repository Communities Join Together to Identify New Competencies for Academic Librarians

The Association of Research Libraries (ARL), the Canadian Association of Research Libraries (CARL), the Confederation of Open Access Repositories (COAR), and the Association of European Research Libraries (LIBER) are pleased to announce the launch of a Joint Task Force on Librarians’ Competencies in Support of E-Research and Scholarly Communication.

Rapid changes in technology and associated shifts in research and scholarly communications are profoundly changing the role of libraries in the 21st century. The emergence of e-research, for example, is bringing about new ways of doing science across the globe, compelling libraries to adopt new services, such as assisting with the development of research data management plans, hosting collaborative virtual research environments, managing institutional repositories, and disseminating research outputs through open access mechanisms. These novel services require a range of new skills and expertise within the library community as well as a shift in organizational models for libraries.

The aim of the task force is to outline the competencies needed by librarians in this evolving environment. The first step will be to identify the various avenues of service for libraries within the context of e-research, repository management, and scholarly communication. These services and roles will then be mapped to the competencies required by librarians and library professionals. The task force will also make note of the array of organizational models evolving to support new services.

The task force will produce a toolkit that will help to build capacity in libraries for supporting new roles in the area of scholarly communication and e-research. The toolkit will allow library managers to identify skill gaps in their institution, form the basis of job descriptions, enable professionals to carry out self-assessments, and act as a foundation for the development of training programs for librarians and library professionals. In addition, the toolkit will provide an outline of new organizational models that are evolving in this dynamic environment.

A preliminary report will be available in spring 2014.
