£200m is a welcome step, but science needs long-term certainty to aid economic recovery

The President of the Royal Society of Chemistry welcomed today’s announcement by George Osborne of £200m extra investment for science research, but called for the Conservative party to commit to long-term investment in science to boost the UK economy.

Professor Lesley Yellowlees said: “The Chancellor’s announcement today is good news for science. It’s very pleasing to hear that once again, Mr Osborne has rewarded science in his Conference speech. He recognises that investment in research will help pull the UK out of this economic slump.

“But what scientists need now more than ever is long-term certainty, not just one-off contributions.

“At the last spending review the government froze the science budget and cut capital spending by 40%. This extra £200m for the Research Partnership Investment Fund only goes part of the way to making up for this deficit.

“Mr Osborne says that the extra money equates to a £1bn increase for research, but universities will be relying largely on private companies to provide the cash through match investment. While this is a welcome boost for those carrying out applied research, we mustn’t forget that the UK has world-class scientists doing valuable fundamental research who won’t be eligible for this fund.

“UK science has a great reputation for achieving much with little, but we could do so much more. While other countries like Sweden and Japan have recognised the potential that long-term funding for science has to offer to boost their economies, the UK is trailing far behind.

“With the next spending review looming, we call on the Conservatives to step up to the plate and help science deliver the results that will generate economic growth for Britain.”

New funded shared service will help universities manage their e-resources

Knowledge Base+ is a new shared service from JISC Collections that aims to help UK libraries manage their e-resources more efficiently.

KB+ is being established to start addressing the challenges facing libraries due to the inadequate data and metadata about publications, packages, subscriptions, entitlements and licences that is available throughout the e-resource supply chain.

The result is that libraries are spending too much time correcting and maintaining basic e-resource information and not enough time is left to undertake the sort of decision making that they would like to be conducting to improve services for users.

Sara Marsh, Director of Learner Support Services at the University of Bradford and Chair of SCONUL says: “The release of Phase 1 of KB+ is the realisation of many years’ partnership working between SCONUL and JISC. It’s a genuine example of a community-owned shared service which has been informed and developed from the start by practitioners who recognised a problem and set out to find a shared solution. I’m delighted to see the service now being launched, and SCONUL looks forward to building on this initial phase as the service is developed further over the course of 2012 and 2013.”

JISC Collections has been leading this work on behalf of the Higher Education Funding Council for England (HEFCE) and JISC, drawing on its own knowledge and experience and the work of SCONUL and JISC to identify the shared e-resource management needs of UK academic institutions.

Richard Parsons, Director of the LLC and University Librarian at University of Dundee, says: “KB+ is planned to be used to manage the data across the consortium to permit substantial efficiency gains within the institutions. It will dramatically improve the accuracy, utility, maintenance and confidence of our subscription data. Correctly implemented we would expect to see some operations completed once for all 19 institutions in SHEDL.”

In addition to saving time and cost, KB+ will also provide benefits including:

Improving the reliability of the e-library – making better quality and more accurate information available to the services that libraries use will improve the quality of service that libraries provide to their end users
Ensuring the value of vendor knowledge bases that drive library systems, by improving the supply and quality of data that goes into vendor knowledge bases, libraries will benefit from an improved return on the investment they make in those systems
Putting institutions in control of their data across systems and services – providing one central source of institutional data that is shared across all stakeholders as required.
Nicholas Lewis, Library Director at UEA, comments: “We anticipate that KB+ will have a marked impact on the way in which we manage our electronic collections, not just within the university, but also in our day-to-day liaison with publishers, vendors and agents. To this end, we are reviewing our workflows to take full advantage of KB+ from day one and look forward to seeing how it develops to more fully to meet the community’s needs in the months ahead.”

Elsevier Further Enhances Its Article Page Design on ScienceDirect

Elsevier, a world-leading provider of scientific, technical and medical information products and services, announces the next step in enhancing its article page design on ScienceDirect. Following initial changes made earlier this year, moving away from the traditional linear article by improving in-article navigation and readability, the article has now been further transformed into an interactive HTML format.

As online research continues to evolve, researchers are finding a greater need to employ new publication, search, and discovery tools that help streamline their workflow and improve expediency. The recently launched enhancements address these challenges, offering researchers more interactive ways to efficiently pursue online research communication. These recent enhancements include:

Downloadable tables and PowerPoint presentations that encourage re-use and citation
The ability to view references with their abstracts, without losing place in the current article
Additional context from related and citing articles as well as from external databases
Discipline-specific content, interactive visualization and workflow applications
“Science, by its very nature, produces a lot of data, so the ability to manage and use this information effectively is an essential component to the success of the research process,” said Olivier Dumon, Managing Director for Elsevier’s Academic and Government Research Markets. “Our on-going enhancements of the ScienceDirect article page are an example of how Elsevier’s leadership in delivering science information supports the needs of the global research community.”

“Enhancing the article page offers researchers the right tools to disseminate, consume and understand research while better managing the overwhelming volume of information available,” said IJsbrand Jan Aalbersberg, Senior Vice President, Journal & Content Technology at Elsevier. “With the Article of the Future project, the driver behind the enhanced page format, Elsevier shows that we continue to invest in improving both discipline-specific research communication and workflow solutions.”

IET President moots open access for SMEs to IP created by UK universities

A top academic, innovator and serial entrepreneur today calls on the Government to give small and medium sized businesses open access to the intellectual property (IP) created in UK universities.

Professor Andy Hopper CBE has this week become the new President of Europe’s largest professional society for engineers and technicians, the Institution of Engineering and Technology (IET).

In this evening’s inaugural address, he says: “Tax payers are already funding the creation of innovative intellectual property in our universities, so it seems reasonable to make it more freely available to UK SMEs that are best positioned to add value and commercialise it.

“Universities should be encouraged and incentivised to kick start the development of new technologies and products by openly assigning the required IP to dynamic British businesses at minimal extra cost. In return, maybe the university could get a one or two per cent shareholding – more of a goodwill gesture than a conventional transaction.”

Professor Andy Hopper believes this will be a big boost for the engine room of the UK economy, small and medium sized enterprises.

He will also call on the Government to create a Chief Engineering and Technology Adviser so national infrastructure projects get the expertise they desperately need and to make sure the UK is able to harness advances in technology.

With a raft of massive engineering projects in the pipeline, such as smart grids, High Speed 2, faster broadband networks and new or expanded airports, Professor Hopper believes that the lack of engineers at senior levels in Government is “the elephant in the room.” He wants to see more engineering advisers embedded in government, following the recent example of the Department for Energy and Climate Change.

Professor Hopper, who heads up the University of Cambridge Computer Laboratory, said: “In the UK, engineering is still undervalued despite our rich industrial heritage and track record in pioneering new technologies. This is reflected in the make-up of the Government and must change to help turn around the UK economy.

“The UK Government has a complete absence of engineers in the Cabinet and poor representation across Parliament and the Civil Service. With the success of so much future policy based around engineering and technology, I believe that it is time for the Government to draw on the knowledge and experience of the UK’s best engineering talent at the highest levels.

“I am calling on the Government to follow the example of the many British companies that have realised technology irrevocably underpins their competitiveness, efficiency and future success and have appointed CTOs to their boards. It is high time that we had a CTO for UK plc.”

Andy Hopper, the new President of the IET, is giving his inaugural address entitled “A Perspective on Innovation” in central London today at IET London: Savoy Place (Thursday 4 October).
