OASPA Announces Launch of Publication Checklist for Publishers on Implementing the UNESCO Recommendation on Open Science

We are delighted to announce the publication by UNESCO of the Checklist for open access publishers on implementing the UNESCO Recommendation on Open Science. This is a jointly developed final document by OASPA and UNESCO. The Guidelines form part of the UNESCO Open Science Toolkit. This is a valuable and practical new resource for OA publishers.

The Guidelines were initiated by Iryna Kuchma (EIFL) and Claire Redhead (OASPA) who also spearheaded and guided this work to completion. During 2022, OASPA held a webinar to announce the development of the guidelines. The webinar focused on the practical actions open access editors and publishers could take to implement the UNESCO recommendation. Practical guidelines were discussed and co-developed together during and after the webinar.

We would like to thank UNESCO as well as all of those who took part in the webinar and particularly the many in the community who input directly into the working document. We now have a highly practical and clear set of guidelines for publishers to refer to.

It was great to see the community interest in the draft guidelines when we released them initially and it provided useful input that helped us to finalise them, says Claire Redhead, Executive Director of OASPA

Having the support of UNESCO has been fantastic, both in our initial conversation with open access publishers and now to host the guidelines as part of their toolkit. It’s really exciting to see these guidelines released and I hope they benefit open access publishers on their journey to implementing the recommendations in their publishing practices. Huge thanks to EIFL’s Iryna Kuchma for working with OASPA on these and making the guidelines for open access publishers a really valuable and globally relevant resource.

We would like to thank everyone who contributed to the Checklist, says Iryna Kuchma, Open Access Programme Manager at EIFL

When 193 UNESCO Member States adopted the first international standard-setting instrument on Open Science we started brainstorming on the practical implementation steps for publishers. It was truly a community effort and our work on the checklist provided a useful structure and discussion points for our workshops with publishers in Africa and Europe.

PLOS Announces New Publishing Agreement with German Consortium

The Public Library of Science (PLOS) is pleased to announce a consortium agreement with Technische Informationsbibliothek (TIB) that allows member institutions to participate in PLOS’ three innovative publishing models. This two-year agreement provides researchers affiliated with consortium members with unlimited publishing privileges in PLOS journals without them having to cover fees themselves. The TIB-led consortium has more than 40 members[1].

“This is the first time that TIB has negotiated a consortial contract with a Gold OA publisher that is open to institutions across Germany. There was a clear need for an agreement that allows universities, universities of applied sciences and research institutions to centrally cover publication fees in PLOS journals for their researchers, and as consortial leader it is our mission to meet those needs. This partnership will play a key role in alleviating barriers for researchers when publishing their work Open Access, such as eliminating author-facing article processing charges (APCs) and including the entire PLOS portfolio under the deal,” said Dr. Irina Sens, deputy director of TIB.

All PLOS journals are underpinned by institutional business models that move beyond APCs to ensure more equitable and regionally appropriate ways to support Open Access publishing. PLOS’ institutional models are Community Action Publishing (CAP)[2]Flat Fees [3], and the Global Equity model[4].

“This agreement represents a new model for institutions to collaborate and invest equitably in our common interests in advancing Open Science,” said Sara Rouhi, Director of Strategic Partnerships for PLOS.  “TIB shares our commitment to building business models that will move researchers and journals toward a more equitable and barrier free form of publishing.” The members of the TIB-led consortium join a growing list of institutions including the Big Ten Academic Alliance, the University of California system, CRL and NERL, Jisc (including University College London, Imperial College London, University of Manchester) and the Canadian Research Knowledge Networkamong others to support their researchers through publishing deals with PLOS.

Ukrainian wins inaugural APE Award for Innovation in Scholarly Communication

Digital Science is pleased to announce that Ukrainian Vsevolod Solovyov has won the inaugural APE Award for Innovation in Scholarly Communication at the 18th Academic Publishing in Europe (APE) Conference in Berlin, Germany.

The award – supported by Digital Science, a technology company serving stakeholders across the research ecosystem – was given to Vsevolod Solovyov for his work on Prophy.Science. Prophy.Science is an online platform for recommending reviewers used by the European Research Council in their grant reviewing process, which is therefore critical to research funding across Europe.

The APE Award for Innovation in Scholarly Communication was created to celebrate the 18th birthday of the APE Conference in 2023, and the award will accompany the conference for the years to come. Supported by Digital Science, it is presented to an individual who has brought innovation in scholarly communication to the community, through infrastructure, technology, business models, output on the topic, theory, or practice. Nominees can be part of organisations, or they can be independent.

The APE conference is known for bringing stakeholders together from across scholarly publishing to share ideas and understand progress in the sector. In order to help recognize those who help push the boundaries in this space, Digital Science is proud to have supported the introduction of the APE Award for Innovation in Scholarly Communication.

Based in Kiev, Ukraine, Mr Solovyov has continued to work on his innovations as Chief Technology Officer for Prophy.Science amid Russia’s war on Ukraine.

Speaking last night at the awards ceremony in Berlin via live video link from Kiev, Mr Solovyov said: “I’d like to thank APE and Digital Science for this award. It has been very difficult sometimes to work following the invasion of Ukraine by Russia, and I would like to use the prize money to improve the backup generator we have, as some days we can be three days without power.

“Thanks again, and I hope that we can win the war and join you next year in Berlin.”

In addition to the winner, two other people were highly commended: Joshua Nicholson for his work at sciteand Vivienne Bachelet for her work on the multilingual Medwave platform. All three have a long-term history of innovation in the scholarly communications community.

Digital Science CEO Daniel Hook, who presented the award, said: “It was an honour to work with our esteemed judging panel, each a world-class expert in innovation for the STM sector, to review this year’s entrants for this new award.

“The judges were specifically looking for individuals who have either contributed at scale or over a significant period by fostering innovative practices, or creating innovative technologies. It is a pleasure to be able to work with APE to create this award, to receive nominations for so many worthy entrants, and to be able to recognise Vsevolod, Joshua and Vivienne’s amazing contributions.”

Dr Hook said Mr Solovyov had made a significant impact at Prophy, and its work had come to the attention of the European Commission. “We have heard a lot in the last two days (at the conference) about how challenging the review process is; finding reviewers is more and more challenging all the time. This is really a long-term commitment that Vsevolod had made and also something that has a deep impact around this space of finding reviewers.”

As the winner, Mr Solovyov will receive prize money of €1,000.

Receiving the award on his colleague’s behalf was Oleg Ruchayskiy, Co-founder of Prophy.Science and Associate Professor with the Niels Bohr Institute, University of Copenhagen. He said: “The noble purpose of peer review is to ensure every paper has been read at least once by at least one peer, and that is as important as quality control. With this feeling that scientific knowledge management is as important as doing science itself, we thought about making Prophy in 2015 and approached Vsevolod to become our CTO.

“Our knowledge base today is twice as big as Scopus and about the size of Web of Science, and we are creating and maintaining on a startup budget and analysing on a startup budget. And when I look inside this database, I am in awe of how well it is made, how flawless it is. And we started from a single client and have grown a hundredfold.

“It was designed and created by Vsevolod, and from day one he was taking care, bringing his professional software development skills, his knowledge of artificial intelligence, his constant interest in new methods, and at the same time his conservativeness to say, ‘OK, this is not ready yet’. This combination of being open-minded and being conservative and keeping the middle ground is amazing.”

The APE Award for Innovation in Scholarly Communication will be presented again at the 19th APE Conference, which will also be held in Berlin on 9-10 January, 2024

Scholastica announces its second report on the ‘State of Journal Production and Access’ among independent academic publishers

Scholastica, a leading software solutions provider for academic journals, announced today the release of “The State of Journal Production and Access 2022” report. The report encompasses the results of Scholastica’s second global survey of individuals working with scholarly society, university, and research institution publishers that independently manage and produce academic journals about how they currently approach production and content access and what they plan to prioritize in the future.

The 2022 survey, which yielded 82 responses, spanned core production and access areas, including article production processes and formats, metadata tagging standards and priorities, and Open Access (OA) journal development approaches and funding models.

Key survey findings include:

  • When asked to rate their publishers’ primary production goals, most respondents chose “journal/article search engine optimization”
  • 95% of respondents said at least one of their publisher’s journals offered OA options
  • 80% of respondents said their organization utilizes fully-OA publishing models
  • When asked to rate their publishers’ primary funding/revenue priorities, most respondents chose “identifying viable funding model(s) for publishing one or more fully-OA journals”

The second “State of Journal Production and Access” survey ran between June and October 2022. The survey received responses from members of scholarly publishing organizations in 28 countries working in various roles, ranging from senior leaders to journal editors to technical staff. Most respondents worked with journals published by learned societies or university presses.

Scholastica’s goals for this survey are twofold: to help publishers benchmark their immediate and long-term production and access priorities against their peers, and to provide a snapshot of the evolution of academy-led publishing programs up to this point in these discrete but related aspects of publishing for all stakeholders, including publishers, editors, funders, and libraries. The survey report is available for direct download here.

Clarivate and the Chinese Academy of Sciences Release Annual Joint Report to Identify 165 Research Fronts

Clarivate Plc (NYSE: CLVT), a global leader in providing trusted information and insights to accelerate the pace of innovation, and the Chinese Academy of Sciences (CAS) today released Research Fronts 2022, their ninth annual collaborative report. The report identifies significant areas in the world of sciences and social sciences as to where the scientific community is focusing its attention, including several COVID-related fronts and areas mirrored by the research fields of Nobel Prize in recent years.

In the report, “Research Fronts” are defined when scientists undertake the fundamental scholarly act of citing one another’s work, reflecting a specific commonality in their research – sometimes experimental data, or a method, a concept or hypothesis. Research Fronts are discovered by tracking the world’s most significant scientific and scholarly literature and the patterns and groupings of how papers are cited – in particular, clusters of papers that are frequently cited together over a five-year period. A Research Front is then formed when such a group of highly cited papers attains a certain level of activity and coherence.

For the report, experts used the Clarivate Essential Science Indicators (ESI)™ database which is built on the foundation of the Web of Science™ index, to conduct co-citation analysis. The 2022 report starts with 12,610 Research Fronts in the ESI™ from 2016 to 2021 and aims to discover which Research Fronts were most active or developing most rapidly.

Research Fronts offer a unique vantage point from which to watch science unfold – not relying on the possibly subjective judgments of an indexer or cataloguer, but instead on the cognitive and social connections that scientists themselves forge when citing one another’s work. Analysis of the associated citing papers also provides a tool for unveiling the latest progress and the evolving direction of scientific fields.

This year’s report identified 165 Research Fronts, including 110 ‘hot’ and 55 ‘emerging’ fronts spanning in 11 broad areas. As with last year, more than one third of the Research Fronts identified this year are related to COVID-19, such as ‘side effects and effectiveness of COVID-19 vaccines against variants’. Several Research Fronts well reflected the research fields of Nobel Prize recipients in the recent years, such as ‘the properties of GW190814’s secondary component with 2.6 solar mass’. Experts at CAS analyzed and interpreted all the Research Fronts to further highlight 32 key Research Fronts and one key Research Front group.

“It has truly been a privilege for us to work with the Chinese Academy of Sciences on this important report since 2014. Identification of these significant research specialties provides a distinct advantage for those who seek to monitor, support and advance the conduct of the research, often in the face of finite resources,” said Steen Lomholt-Thomsen, Chief Revenue Officer, Clarivate. “At Clarivate, our vision is to improve the way the world creates, protects and advances innovation. We look forward to continuing working in partnership with global research organizations to advance the world of sciences.”

Gao Hongjun, Vice President of CAS said: “The world is facing unprecedented changes and a new round of revolution in science and technology and transformation in industries. We need to strengthen collaboration to address to the key global issues. The Chinese Academy of Sciences will enhance its role as a national strategic science and technology force and high-level think tank, focus on strategic research, and better support China’s objectives in improving its science and technology levels continually.”

In conjunction with the Research Fronts 2022 report, Clarivate and CAS also published 2022 Research Fronts: Active Fields, Leading Countries to examine and compare national performance across the 165 Research Fronts. It reveals that the US remains the leading nation for research in 11 areas of sciences and social sciences. The gap between the US and China has been reduced. Other top 10 countries in terms of performance in these Research Fronts are UK, Germany, France, Italy, Australia, Spain, Canada, and Switzerland.
