PLOS’ New Data Policy: Public Access to Data

Access to research results, immediately and without restriction, has always been at the heart of PLOS’ mission and the wider Open Access movement. However, without similar access to the dataunderlying the findings, the article can be of limited use. For this reason, PLOS has always required that authors make their data available to other academic researchers who wish to replicate, reanalyze, or build upon the findings published in our journals.

In an effort to increase access to this data, we are now revising our data-sharing policy for all PLOS journals: authors must make all data publicly available, without restriction, immediately upon publication of the article. Beginning March 3rd, 2014, all authors who submit to a PLOS journal will be asked to provide a Data Availability Statement, describing where and how others can access each dataset that underlies the findings. This Data Availability Statement will be published on the first page of each article.

What do we mean by data?

“Data are any and all of the digital materials that are collected and analyzed in the pursuit of scientific advances.” Examples could include spreadsheets of original measurements (of cells, of fluorescent intensity, of respiratory volume), large datasets such as

next-generation sequence reads, verbatim responses from qualitative studies, software code, or even image files used to create figures. Data should be in the form in which it was originally collected, before summarizing, analyzing or reporting.

What do we mean by publicly available?

All data must be in one of three places:

  • the body of the manuscript; this may be appropriate for studies where the dataset is small enough to be presented in a table
  • in the supporting information; this may be appropriate for moderately-sized datasets that can be reported in large tables or as compressed files, which can then be downloaded
  • in a stable, public repository that provides an accession number or digital object identifier (DOI) for each dataset; there are many repositories that specialize in specific data types, and these are particularly suitable for very large datasets

Do we allow any exceptions?

Yes, but only in specific cases. We are aware that it is not ethical to make all datasets fully public, including private patient data, or specific information relating to endangered species. Some authors also obtain data from third parties and therefore do not have the right to make that dataset publicly available. In such cases, authors must state that “Data is available upon request”, and identify the person, group or committee to whom requests should be submitted. The authors themselves should not be the only point of contact for requesting data.

Where can I go for more information?

The revised data sharing policy, along with more information about the issues associated with public availability of data, can be reviewed in full at:

SAGE to publish European Journal of Probation

SAGE today announced a partnership with the University of Bucharest to publish its journal, European Journal of Probation (EJP) from 2014. A peer reviewed academic journal with a European outreach, EJP publishes comparative research on probation and community justice.

European Journal of Probation, edited by Ioan Durnescu (University of Bucharest, Romania) and Fergus McNeil (University of Glasgow, UK) publishes high quality scholarship and research on probation topics, to provide an international and comparative academic forum that can positively impact on society.  The journal will be published as part of a bundle with the prestigious and well-established Probation Journal, which has been published by SAGE on behalf of Napo since 2003.  This exciting partnership will combine the strength of both titles to form a world-leading package in rigorous probation studies.

“SAGE has a leading global publishing program in criminology and criminal justice, and we are delighted to extend this program further by publishing the University of Bucharest’s dynamic journal, European Journal of Probation”, said Karen Phillips, Editorial Director, SAGE. “European Journal of Probation will complement Probation Journal: both journals have global audiences and have gained excellent reputations for publishing high quality material that is accessible to a wide readership, a real testament to the hard work and dedication of the editors of both journals.”

“SAGE is well known for its strengths as a social science publisher, with strong international reach and presence,” commented Ioan Durnescu, Editor. “EJP has a core place within the criminology sector, contributing to the development of this critical field. SAGE’s commitment to publishing leading academic research, their editorial integrity and international reach is closely aligned with our publishing ethos. We are looking forward to benefiting from what SAGE has to offer and to developing a strong and successful partnership with Probation Journal going forwards.”

Agreement between California Digital Library and EBSCO Information Services Adds More Than 30,000 Publications to EBSCO Discovery Service

The eScholarship collection from California Digital Library is now searchable via EBSCO Discovery Service (EDS) from EBSCO Information Services. EBSCO Discovery Service users may search the full text of more than 30,000 publications from eScholarship’s robust collection. EBSCO continues to add a variety of sources to EDS providing users with the most comprehensive collection of content.

The eScholarship collection contains a variety of publications that will benefit EDS users looking for original scholarly works. eScholarship was first launched in 2002 as a means to disseminate scholarship created or sponsored by University of California faculty or divisions. The collection offers a robust alternative to traditional scholarly publishing channels and supports the digital publication and dissemination of UC research at all stages of the scholarly lifecycle including: journals, books, articles & working papers, conference proceedings, seminar/paper series and previously published articles or “postprints”.

California Digital Library is part of a growing list of publishers and other content partners that are taking part in EDS to bring more visibility to their content. Partners include the world’s largest scholarly journal & book publishers including Elsevier, Wiley Blackwell, Springer Science & Business Media, Taylor & Francis Informa, Sage Publications, Nature Publishing, IEEE, ACM and thousands of others. Partners also include content providers, such as LexisNexis, Thomson Reuters (Web of Science), JSTOR, ARTstor, Credo Reference, Encyclopedia Britannica, World Book, ABC-CLIO, The Hathi Trust and many others

EBSCO Discovery Service brings together the most comprehensive collection of content—including superior indexing from top subject indexes, high-end full text and the entire library collection—all within an unparalleled full-featured, customizable discovery layer experience.

EBSCO Discovery Service is quickly becoming the discovery selection for many libraries (www.ebscohost.com/discovery/eds-news), and an obvious partner for content providers. Because the service builds on the foundation provided by the EBSCOhost® platform, libraries gain a full user experience for discovering their collections/OPAC—which is not typical in the discovery space. Further still, in the many universities and other libraries where EBSCOhost is the most-used platform for premium research, users are not asked to change their pathways or habits for searching. There’s simply more to discover on the familiar EBSCOhost platform, and the same can be said for library administrators who can leverage their previous work with EBSCOadmin.
