Martyn Harrow appointed new Head of JISC

Martyn Harrow, Director of Information Services at Cardiff University, has been appointed as Head of JISC for a fixed term of 9-18 months from 1 February 2012.

Martyn will succeed Dr Malcolm Read who retires as Head of JISC in January 2012 after 18 years in post.

Martyn will see the organisation through its transition into a ‘new look’ JISC, following the recommendations of the Wilson Review (February 2011).

Heather Fry, Director Education and Participation at HEFCE, which funds JISC together with other UK education funding bodies JISC, said: ‘At this critical time in JISC’s transition I am delighted that we have appointed Martyn Harrow who brings a wealth of technology and leadership experience from higher education and the commercial sector. Martyn will be leading JISC as it re-shapes to remain world class in a changing environment.’

Tim O’Shea, Principal of the University of Edinburgh and Chair of JISC, said: ‘JISC is embarking on an exciting period as it rises to the challenges of the Wilson report and renews its focus on supporting education and research across the UK. Martyn is ideally placed to lead JISC through this stage of its development, being able to draw on invaluable experience from across the education, public and private sectors.’

Dr Malcolm Read OBE has led JISC since its inception and taken it to the world-class reputation it enjoys today, enabling it to make a real difference to ICT usage in further and higher education. He is looking forward to his planned retirement and more time to pursue his many interests and ambitions.

Martyn Harrow joined Cardiff University in 2003 with extensive experience in both the public and private sectors. His early career centred in local government where he became Senior Principal Management Services Officer at Avon County Council. Subsequently his career majored on global roles as Chief Information Officer for several international operating companies within Unilever. At various times he was responsible for IT across the USA, Europe, Africa, the Middle East and Asia. Before joining Cardiff University, Martyn was Vice-President, IT, for a global food and fragrance company within ICI. Martyn is a member of the JISC Board and a Director of JISC Collections and JISC Advance.

ALPSP endorses new British Library INCD licensing framework

Service to Commence 1st January 2012

ALPSP endorses the soon-to-be launched British Library INCD Service for the supply of copies of articles to non-commercial end users via not-for-profit libraries outside the UK. The INCD Service is underpinned by agreements with publishers, for which a framework licence agreement, to be entered into directly between individual publishers and the British Library, has been agreed with the British Library by the International Association of Scientific, Technical & Medical Publishers (STM) in consultation with the Publishers Association (PA).

ALPSP recommends that its members sign up to licence agreements with the British Library based on this framework before 29th November.

The Framework Licence Agreement
Under these agreements, articles supplied via the new service will only be available to an individual student or lecturer at an educational institution served by an authorized library or a person affiliated to the institution in another manner, for non-commercial research or private study only.

Authorised libraries, defined as non-commercial libraries linked to educational institutions that choose to use the new INCD service, will actively monitor and ensure end users’ compliance with the differentiation between commercial and non-commercial use. There will be a cap on the number of deliveries to each authorized library in any calendar year. The cap is set at nine items from each volume of a journal or serial or from the same book.

INCD licence agreements with the British Library could deliver additional sales for publishers by exposing their content to a wide range of potential subscribers. The British Library will supply details about who is ordering copies under the service enabling publishers to target potential customers for subscription, where usage suggests this would be appropriate.

Additional security for publishers is provided by the cap on the number of items that can be ordered by an individual authorised library in each calendar year; once this cap is exceeded, the publisher’s set fee will apply.

Fees for the INCD service will be the standard BL supply fee plus the appropriate royalty fee (as set by the publisher). Any order fulfilled using the 24-hour service will attract the full commercial fee.

The new service will start from 1st January 2012.

Next Steps for ALPSP Members
As the British Library will phase out its current non-commercial cross border service in order to start its new INCD Service at the start of 2012, publishers are encouraged to sign the licence agreement as soon as possible so that the new service can be implemented on time.

The British Library has already contacted all publishers with which it has subscription agreements.

  • Publishers who have already been contacted are kindly requested to send their signed licence agreements to the British Library by Tuesday 29th November.
  • Publishers who have not yet been approached, should contact the British Library for more information and to obtain a copy of the agreement.

American Chemical Society expands publication benefits for ACS members

The American Chemical Society (ACS) Publications and Membership and Scientific Advancement Divisions announced jointly the introduction of new programs that will expand ACS member access to over 1 million articles and book chapters from the most trusted, most cited, most read publications in the chemical and related sciences.

The expansion of access to this unparalleled range of peer-reviewed scientific literature came from ongoing dialog between the two Divisions on how to provide additional value to ACS members and best serve the information needs of the growing, interdisciplinary scientific community.

“ACS members will now have over one million articles of award-winning news and peer-reviewed content from ACS Publications at their fingertips. We hope this initiative more tightly links ACS Publications to the membership and to the core mission of the Society – as well as provides an important incentive to join and remain a member of the ACS,” said Brandon A. ACS Member Universal Access gives all paid ACS members online access to 25 articles or book chapters from 40+ ACS Journals, ACS Symposium Series e-books and C&EN Archives during their membership term. Elsevier announces winners of the Apps for Library Idea Challenge

Elsevier today announced the winners of the Apps for Library Idea Challenge at the 2011 Charleston Conference in Charleston, SC. The international competition encouraged librarians and information professionals to conceptualize solutions to the challenges that they and their constituents face in addressing the search and discovery of information.

Following the submission period (May 13 to September 2, 2011), an international panel of judges selected 10 app concepts as finalists. The community was invited to comment on the finalists and vote for their favorite idea. Two grand-prize winners were selected – one by the panel of judges and one by community vote:

Judge’s Choice Grand Prize:  Journals/Conferences @ Your Fingertips, proposed by Low, Ke Khoon, a librarian at the National University of Singapore, would identify the top 20 journal or conference titles relating to the user’s search results, ranked by number of relevant articles, and deliver RSS feeds with table of contents for these journals.

Community Choice Grand Prize:  JTOCs 2 Go, proposed by Andrea Szwajcer, a librarian at the University of Manitoba, Canada, would enable users to customize a journal table of contents notification service with full-text viewing and sharing of articles in a clean, easy-to-read format.

“The Apps for Library Idea Challenge is another example of Elsevier asking the librarian community which solutions they need most in search and discovery platforms,” said Rafael Sidi, Vice President Product Management, Applications Marketplace and Developer Network, Elsevier.  “I’d like to thank all who participated in the submission of ideas and joined in the conversation. Global Open Access Portal launched at UNESCO meet

The Global Open Access Portal (GOAP) presents a snapshot of the status of Open Access (OA) to scientific information around the world.

For countries that have been more successful in implementing Open Access, the portal highlights critical success factors and aspects of the enabling environment. For countries and regions that are still in the early stages of Open Access development, the portal identifies key players, potential barriers and opportunities.

The portal has country reports from over 148 countries with weblinks to over 2000 initiatives/projects in Member States. The portal is supported by an existing Community of Practice (CoP) on Open Access on the WSIS Knowledge Communities Platform that has over 1400 members.

The GOAP is a knowledge portal that has the following features:

  • Country-wise distilled knowledge on the status of Open Access
  • Key organizations engaged in OA in Member States
  • Thematic focus areas of OA
  • Important publications on OA coming from different regions of the world
  • Critical assessment of major barriers to OA in each country
  • Potential of OA in UNESCO Member States
  • Funding and deposit mandates
  • Links to OA initiatives in the world

The Global Open Access Portal (GOAP), launched together with the revamped Open Training Platform (OTP) and the first UNESCO Open Educational Resources (OER) Platform, provides the information for policy-makers to learn about the global OA environment and to view their country’s status, and understand where and why Open Access has been most successful.

Development of the Global Open Access Portal has been made possible with support received from the Governments of Columbia, Denmark, Norway, and the United States. This GOAP will be a work in progress, and shall be further improved with the support received from the community of OA practitioners.

Open Access is at the heart of UNESCO’s mandate to provide universal access to information and knowledge, and the UNESCO Open Access programme shall continue to facilitate policy dialogue in Member States, share knowledge and best practices in the field of Open Access, and build and share local capacities through North-South and South-South co-operation to build knowledge societies for sustainable development.

Elsevier launches SciVal Funding App for SciVerse

Elsevier today announced the launch of the SciVal® Funding App for SciVerse®. The app links content from SciVerse ScienceDirect and SciVerse Scopus with SciVal Funding, Elsevier’s online solution that provides targeted recommendations on grants, making it easier for researchers to discover funding opportunities related to their area of research.

The SciVal Funding App can be subscribed to or added for free in  SciVerse Applications. It will retrieve up to five relevant funding opportunities to an abstract in SciVerse Scopus or SciVerse ScienceDirect. The app uses the Elsevier Fingerprint EngineTM to match active funding opportunities to the abstracts, delivering targeted funding recommendations directly into the researchers’ workflow.

In addition to the launch of the app, SciVal Funding has expanded its geographic scope to Australia and Ireland. SciVal Funding now covers the United States, Canada, United Kingdom, European Union, Australia, and Ireland. This year more than 1,400 funding bodies have already been added to the initial 3,000 U.S.-based sources available on the platform. Sage And Hindawi Partnership Concludes

The partnership between SAGE and Hindawi Publishing Corporation in publishing open access journals has now concluded. SAGE are pleased to announce that they will be bringing three of the SAGE-Hindawi journals in house and the further 33 journals will now be solely owned by Hindawi. The three journals migrating to SAGE will be Human Genomics and Proteomics, Journal of Tissue Engineering and the Journal of Dental Biomechanics. All of the titles from the SAGE-Hindawi partnership will remain fully open access.

The SAGE-Hindawi partnership was established 2007 to create a suite of fully open access journals. The collection of journals has to date grown to 36 titles. As both the collection and the number of submissions has grown, alongside SAGE and Hindawi’s own separate business growth, both agreed that it was not possible to expand this collection any further and therefore it was mutually agreeable to formally end the partnership.

NPG and Digital Science announce integration of ReadCube’s web reader tool

Nature.com users can now highlight and annotate research articles in their web browser. Nature Publishing Group (NPG) and Digital Science today announce the integration of ReadCube’s web reader tool with nature.com. The web reader tool is currently available to personal subscribers and site license users on Nature and 18 Nature research journals. It is also available on the open access publication Scientific Reports.

In addition to viewing the article in HTML or PDF on nature.com, readers can view an interactive version of the article PDF within ReadCube’s browser-based web reader tool, by clicking on ‘PDF options’ in the journal’s navigation on nature.com. ReadCube enables users to highlight and annotate article content, and sync their edits to the ReadCube desktop application. The web reader also provides an integrated view of the supplementary information and associated News & Views, and functionality including direct links out to the literature with in-line references.

“Integrating tools like ReadCube is part of our continued efforts to make nature.com an integral and efficient part of researchers’ workflow,” said Dan Pollock, Associate Director, nature.com.

Readers must have a personal subscription or site license to access subscription content, and ReadCube authenticates access rights before the PDF is displayed. ebrary announces initial results of 2011 Global Student E-book Survey

In an ongoing effort to better understand the research requirements and expectations of students, especially as they relate to books, ebrary® today announced the initial results of its 2011 Global Student E-book Survey.  A comparison of the new survey with the same survey conducted in 2008 implies that aggregators, publishers, and librarians need to better collaborate to address students’ information and research needs.

“The increasing popularity of consumer technologies such as social media, handheld devices, tablets, and e-readers is changing the information landscape and directly impacting students:  They expect to have the information they need available the second they need it, regardless of format,” said Carol Zsulya, Head, Collection Management; Business/Economics Librarian, Cleveland State University.  “The ebrary survey, which was originally developed by participating libraries including Cleveland State, suggests that we as providers and disseminators of authoritative information may not be meeting these expectations.”

Key findings of the survey of more than 6,500 students include the following:

• E-book usage and awareness have not increased significantly in 2011 over 2008

• Preference for printed books over electronic books has not changed: Both are still equally important

• The vast majority of students would choose electronic over print if it were available and if better tools along with fewer restrictions were offered

• There is a need for reliable social media tools geared toward research

“These survey results suggest digital content and services providers need to re-think our approach: Until more electronic content is available simultaneously with print, we cannot lose sight of the value of printed books to end-users, who expect to find the most authoritative information at the point of need.  To accomplish this we need better integration and tools to increase the availability and discoverability of all types of information, both electronic and print,” said Kevin Sayar, President and General Manager of ebrary. “We do not take data points from this survey lightly, and we thank the library community for working with us to gather important knowledge that will help shape the future of the information industry.”

ARL endorses Berlin Declaration on OA to Knowledge in the Sciences and Humanities

On November 1, 2011, the Association of Research Libraries (ARL) joined over 300 organizations and institutions to endorse the Berlin Declaration on Open Access to Knowledge in the Sciences and Humanities.

In a letter to Dr. Peter Gruss, President of the Max Planck Society, Winston Tabb, ARL President and Sheridan Dean of University Libraries and Museums at the Johns Hopkins University, wrote, “The Association of Research Libraries has been a longtime and consistent supporter of Open Access and has worked hard to advance its principles internationally. During the October 2011 meeting of the Board of Directors a decision was taken to become a signatory to the Berlin Declaration. I am pleased to extend our endorsement of the Declaration and join the growing number of signatories from North America.”

The Berlin Declaration was drafted by the Max Planck Society to, in part, “promote the Internet as a functional instrument for a global scientific knowledge base and human reflection and to specify measures which research policy makers, research institutions, funding agencies, libraries, archives, and museums need to consider.”
