National Library of China provides national access to Cambridge Journals Digital Archive

The National Library of China (NLC) has gained access to the Cambridge Journals Digital Archive (CJDA) Complete Collection.

The complete CJDA comprises 207 journals published from 1770 to 2010 and will provide substantial support to research institutes and universities throughout China.

The broad subject areas within the archive were an important factor for the NLC, as the collection contains wide ranging research within the humanities, social sciences, mathematics and physics subject areas.

The quality of the research available within the collection was also a significant factor in the decision, as the archives continue to have high academic value.

For scientific and technical journals such as the Journal of Fluid Mechanics, theJournal of Materials Research, and the Journal of Agricultural Science, many articles of historical importance are still cited by academics, professors and deans at top universities in China. For example the article ‘Does the chimpanzee have a theory of mind?’, published in the first volume of Behavioral and Brain Sciences in 1978, was cited an astonishing 69 times in 2011, accounting for over 10% of its overall citations by March 2012.

Many leading librarians and scholars supported the acquisition, with specific recommendations being submitted to the NLC from over a dozen chief librarians and deans.

We believe this agreement will not only deepen the cooperation between Cambridge University Press and the NLC, but will also greatly benefit teaching and research in China.”

Cambridge University Press and the National Library of China are now due to hold joint seminars on using the archive for regional libraries and universities in several major provincial capitals in China.

Oxford University Press title joins new model for open access publishing

Oxford University Press (OUP) is pleased to announce that Progress of Theoretical and Experimental Physics (PTEP) has been identified for participation in SCOAP3 (Sponsoring Consortium for Open Access Publishing in Particle Physics), a new collaborative initiative for open access (OA) publishing in high-energy physics, which aims to convert the literature of the field to open access by redirecting subscriptions fees to directly pay for the publishing services, in a way transparent to authors.

PTEP has now started publishing special issue articles and receiving manuscripts for the regular publications in 2013. The journal is the successor to Progress of Theoretical Physics, founded in 1946 by Hideki Yukawa, the first Japanese Nobel Laureate. I am very excited to start the journal’s new chapter as a fully open access title with the new journal name to cover both experimental and theoretical physics, and look forward to developing our relationship with SCOAP3.”

PTEP is among several journals from different publishers to participate in the project, which aims to facilitate open access publishing in high energy physics. The open and competitive procedure, conducted by CERN for the benefit of SCOAP3, took into account the quality of the journals (as measured by their Impact Factor), the quality of the services provided (as measured by their re-use licenses and delivery formats), and the unit price for publishing each article. SCOAP3 will start operations in 2014. Articles funded by SCOAP3 will be available open access in perpetuity, under a CC-BY license.

Salvatore Mele, SCOAP3 project manager at CERN, added: “SCOAP3 is pleased that PTEP will be part of the wide and diverse set of journals which will participate in this initiative, both as a new open access journal and, at the same time, as the successor of Progress of Theoretical Physics, an important resource in the field for many decades. We look forward to work with partners in Japan and Oxford over the next years.”

Progress of Theoretical and Experimental Physics is owned by the Physical Society of Japan and it was announced earlier this year that OUP would be publishing this title on the Society’s behalf. PTEP is an international open access journal that publishes articles on theoretical and experimental physics.

New OCLC WorldShare Metadata functionality offers improved efficiencies for libraries managing electronic resources

New OCLC WorldShare Metadata collection management functionality offers more efficient ways for libraries to manage electronic resources and improve user access to those valuable collections.

WorldShare Metadata collection management automatically delivers WorldCat MARC records for electronic materials and ensures the metadata and access URLs for these collections are continually updated, providing library users better access to these materials, and library staff more time for other priorities.

OCLC worked with libraries in North America to beta test the new functionality as part of OCLC WorldShare Metadata services. Pilots of the new functionality are planned in different regions around the world.

“The WorldShare Metadata collection management service is a step forward because we can now use the records in the WorldCat database to provide access to our electronic collections in a way that incorporates access changes quickly and easily,” said Sarah Haight Sanabria, Electronic Resources Cataloger, Central University Libraries, Southern Methodist University, who participated in the beta test.

Libraries use the collection management functionality to define and configure e-book and other electronic collections in the WorldCat knowledge base. They then automatically receive initial and updated, customized WorldCat MARC records for all e-titles from one source. With the combination of WorldCat knowledge base holdings, WorldCat holdings and WorldCat MARC records, library users gain access to the same set of titles and content in WorldCat Local, WorldCat.org, the local library catalog or other discovery interfaces.

OCLC WorldShare Metadata collection management services are available to all libraries with an OCLC cataloging subscription and work with other components of OCLC WorldShare Management Services as well as other library systems.

“WorldShare Metadata is a core part of OCLC’s strategy to provide integrated Webscale solutions to support the complete library management workflow, including selection, acquisition, metadata, license management, discovery, resource sharing and analytics,” said David Whitehair, OCLC Senior Product Manager. “As with all Webscale solutions, OCLC will continue to add new capabilities and services over time.”

Serials Solutions and Schattauer GmbH agreement expands German content coverage within Summon Discovery Service

With an expanded agreement with publisher Schattauer GmbH, Serials Solutions continues its commitment to add to the German-language resources discoverable through the Summon service. All of Schattauer’s 22 scholarly journals devoted to medical fields will now be indexed in the Summon discovery service. The journal titles span multiple medical specialties, as well as veterinary medicine, psychology, psychotherapy, psychiatry and medical informatics.

Founded in 1949 and managed by the owner, Schattauer Publishers for Medicine and Natural Sciences is known for its textbook program, national and international scientific journals, as well as its SKS – Seminar und Kongress Service which offers continuing education for both doctors and veterinarians.

German-language content in the Summon service includes millions of catalog items, journal articles and specialized repositories, all of which are optimized for discovery.  Advanced German-language search capabilities in the Summon service, including search and relevancy specifically tuned for German-language searching, delivers more precision for native language researchers.

SAGE to begin publishing Canadian Pharmacists Journal

SAGE is pleased to announce that it has reached an agreement with the Canadian Pharmacists Association (CPhA) to publish its flagship journal, the Canadian Pharmacists Journal (CPJ), beginning in 2013. Established in 1868, CPJ is the oldest continuously published periodical in Canada.

“This new partnership with SAGE will help CPJ to achieve a greater international reach in readership,” said James de Gaspé Bonar, Senior Director of Digital Publishing Solutions at the Canadian Pharmacists Association. “We are very pleased with SAGE’s publication offerings, including Scholar One, the HighWire platform and their dedicated sales and production teams. CPJ features original research and review papers on pharmacy-related news and innovative practice models as well as a variety of clinical and business topics. This is the second scientific Canadian journal to be published by SAGE, following the announcement of the Canadian Journal of Occupational Therapy last month.

Netherlands Organisation for Scientific Research embraces open access

The Netherlands Organisation for Scientific Research (NWO) today announced the membership agreement with BioMed Central and SpringerOpen. Publication costs for research articles published by researchers funded by NWO for articles published no later than 2008, who chose to publish via BioMed Central will now automatically be covered (up to the maximum as defined by the NWO Incentive Fund Open Access Publications)

Bev Acreman BioMed Central’s Commercial Director said, “We are delighted that the NWO has taken this significant step to broaden Open Access activity in the Netherlands and look forward to working closely with them to maximise the open access research published by Dutch authors”.

Under the terms of the arrangement, NWO, will centrally cover all of the article processing charge (APC) for Dutch researchers who wish to publish via BioMed Central in any BioMed Central, Chemistry Central or SpringerOpen peer-reviewed open access journal.

This is in line with NWO’s ‘Open Access Incentive Fund’, designed to encourage its researchers to publish open access articles and books as well as conference sessions and journals. The new agreement is an important step for the Dutch research community in making its research widely visible and to help the NWO to use its open access fund as efficiently as possible.

Elsevier offers entire collection of books and journals to innovators in developing nations via the ARDI programme

Elsevier, a world-leading provider of scientific, technical and medical information products and services, now offers its entire collection of books and journals on its online platform ScienceDirect, as well as access to its abstracts and citation database Scopus to innovators in 105 countries for free or little cost through the ARDI (Access to Research for Development and Innovation) program.

Elsevier’s contributions cover a vast array of scientific subject fields, with ARDI focusing on the use of mathematics, engineering, life sciences and physical sciences content by academic and research centers and government institutions, such as patent offices. Elsevier has provided access to select journals since it first participated in the program in 2009.

ARDI is coordinated by the World Intellectual Property Organization (WIPO) as part of the Research4Life program, a public-private partnership that includes United Nations agencies WIPO, the World Health Organization (WHO), the Food and Agriculture Organization of the United Nations (FAO), and the United Nations Environment Programme (UNEP), the International Association of Scientific, Technical & Medical Publishers (STM), leading academic libraries, and technology partner Microsoft.

In developing countries, local innovation is important to the success of national economies. Young scientists and their research institutions need to access the latest developments in technology found in scientific and technical literature before patenting and commercializing their inventions. However, without sufficient access to journals, their ability to learn from scientific information is limited; efforts are slow and arduous. Through ARDI, developing countries are given direct access to high-quality published content from several publishers allowing select academic and research institutions to develop and innovate more effectively, and patent offices to protect and reward innovation more efficiently.

“There is a growing demand for access to high quality technological information in developing countries which acts as a basis for development and innovation in these countries,” said Yo Takagi, Assistant Director General of the Global Infrastructure Sector of WIPO. “This is an important element in the innovation process and in any eventual protection through patent rights. WIPO is keen to work with publishers to ensure that low-and-middle-income countries can play their full part in this vibrant economic landscape. In this respect, Elsevier’s new contribution to ARDI, which increases the program content over ten-fold by more than 2,000 journals and close to 7,000 e-books, is a major step forward in realizing this goal.”

Elsevier Acquires ExitCare, Provider of Patient Education Solutions

Elsevier, announced today the acquisition of ExitCare, LLC, an enterprise-wide solution for patient education and discharge instructions. ExitCare provides peer-reviewed patient education and discharge instructions to support clinicians, empower patients and help providers meet their patients’ educational needs.

Focused on improving patient care and outcomes, Elsevier and ExitCare solutions give healthcare providers the tools and information necessary to ensure that patients are discharged in accordance with The Joint Commission and Meaningful Use requirements. ExitCare’s products, incorporated into Elsevier’s portfolio of clinical decision support (CDS) content and tools, will help healthcare providers improve the delivery of healthcare information and services by interdisciplinary care teams across all care environments.

ExitCare is headquartered in Minnesota. The acquisition is effective immediately and financial terms of the transaction are not being disclosed.

Reuters Study Explores Apple’s Mobile Patent Portfolio For Insights Into iPhone Technology

The Intellectual Property & Science business of Thomson Reuters, the world’s leading provider of intelligent information for businesses and professionals, today released the results of its study of Apple Inc.’s mobile technology patents. The findings, which are featured in the Thomson Reuters paper, “ Inside the iPhone Patent Portfolio ,” details patent and litigation activity across Apple’s 1,298 mobile patents and provides insight into possible future incarnations of the iPhone.

Following are among the key findings in the report:

  • Top Technology Areas: Apple filed 416 smartphone-related patents since the launch of the iPhone in 2007. Another 279 have been filed for mobile camera patents; 232 were filed for user interface technologies; 149 have been filed for image display; and 88 were filed for battery/power control. Antenna (75), calendar (31), contact management (15), and voice control (5) technology were also among the patents within Apple’s portfolio.
  • Patents to Watch: Among Apple’s mobile-related patents, individual technologies that stand out as key indicators of what future smartphone design may hold include a fuel cell system that will allow a portable device to stay charged for days or weeks, and an educational content display feature that allows users to interact with text to see images of what the word(s) mean.
  • Litigation – Behind the Scenes of the Patent Wars: To provide insight into the ongoing smartphone “patent wars,” the report tracks all active IP litigation between 2008 and 2012, noting a rapid rise in Apple’s recent IP litigation.  By June 2012, the company had already filed nearly as many patent suits as it did in 2010 and 2011 combined.

“With Apple expected to launch its iPhone 5 this week, the company’s patent portfolio gives us a unique perspective into what may be coming in future iterations of the product,” said Bob Stembridge, an intellectual property analyst at Thomson Reuters and author of the report. “The recent and rapid increase in Apple’s IP litigation activity is indicative of just how valuable intellectual property can be to an organization and the lengths to which an organization will go to defend the inventions it’s worked so hard to develop.”

Data for this report were aggregated using Thomson Reuters Derwent World Patents Index® (DWPIsm) to identify global patent activity for Apple Inc. in the Derwent Manual Code category for portable, hand-held mobile radio telephones. Additionally, Thomson Reuters IP Monitor was used to identify active IP litigation for the company. Researchers analyzed the total number of unique inventions issued in published patent applications and granted patents between January 2000 and August 2012. Active IP litigation was analyzed between January 2008 and June 2012.

IEEE Partners with The MIT Press to Deliver New eBooks Collection via the IEEE Xplore® Digital Library

IEEE, the world’s largest technical professional organization, has partnered with The MIT Press, an award-winning publisher affiliated with the Massachusetts Institute of Technology, to offer access to a special selection of computing and engineering eBooks as part of the IEEE Xplore® digital library.

The new titles will be available via a new collection delivered in IEEE Xplore called The MIT Press eBooks Library – Computing and Engineering Collection. This special collection features over 400 eBooks within the fields of computer science and engineering technologies, with approximately 40 new titles to be introduced each year. The collection features numerous titles that have won the American Publishers Award for Professional and Scholarly Excellence (PROSE). Each eBook meets The MIT Press rigorous review processes and the collection covers a wide range of technology disciplines including:

Springer opens new sales offices in Istanbul

Springer moves to expand its position on the scientific publishing market in the eastern Mediterranean and central Asian regions

Springer has recently expanded its international operations to include Turkey. The new offices in Istanbul have been in operation since June, and will be officially opened by Peter Hendriks, President Publishing Business Media at Springer, on 13 September 2012. The new offices will be managed by Sitki Aktas, Licensing Manager, who has been responsible for Springer’s business in the eastern Mediterranean and central Asian regions since 2008, primarily working out of the Netherlands (Dordrecht).

The new Istanbul location will allow Springer to provide Greece, Cyprus and the central Asian countries of Azerbaijan, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan with its broad range of scientific literature in the form of journals, books and databases.

In recent years, Istanbul has become increasingly important as a center for science and research, as can be seen in the growing number of universities and companies with R & D departments. The Springer Istanbul sales office will serve as the chief point of contact for university libraries, research institutes, students and academics, as well as for corporate R & D departments.

The new offices will also host colleagues from Springer Healthcare, with the goal of promoting further networking on the pharmaceuticals market. Springer Healthcare is already recognized as one of the leading providers of medical communications solutions for the healthcare sector worldwide.
